Introduction — Videos
The videos presented in Part 21 of the Borden Avenue Report 2026 preserve audiovisual evidence relevant to the conditions, oversight, and experiences examined throughout this report. The collection includes recordings of New York City Council hearings, government and veterans meetings, a veteran exit interview, and other material documenting the operation and oversight of veteran homelessness programs.
Protected Videos: The collection also includes a particularly disturbing recordings made at Borden Avenue in 2022 involving a veteran who had died from an apparent overdose and, according to the accompanying account, was not discovered for approximately three days. Other videos violate specific HIPAA laws and reveal the faces and personal information about Borden Avenue veterans. In an effort to protect those veterans, a passcode is required. To receive the passcode and the link, email:

Collectively, these videos provide a record of what government officials, program administrators, advocates, and veterans said and experienced at particular points in time. They supplement official records, testimony, emergency-response data, photographs, and other evidence and should be evaluated within that broader documentary record.
